JOB DESCRIPTION Position Senior Marine Advisor Department, Section, Group Operations Division International Projects Stream / Function Upstream 1. Objective of Position The primary role for this position is to provide technical assurance on all Marine related subject matters for the Company to ensure Business Unit activities are operated in full compliance with regulatory, industrial and company requirements. This post holder shall report directly to Block 06.1 Director. 2. Organization Chart 3. Main Functions % of time occupied Direct Functions List of tasks, actions and processes performed by the employee holding this position and within his/her sphere of personal responsibility – not involving continuous participation by colleagues, line manager and / or subordinates 100% – Comply and Promote HSSE culture that are in line with Business policies and strategies. – Provide subject matter expertise for all Marine operations activities. – Support the selection process for contractors & vessels within the area of Marine services, operating within Offshore Production Assets i.e. preparation of biddings, Commercial and Technical evaluation. – Provide technical expertise for all Marine operations & related aspects of facilities design during campaigns or projects or daily operations. – Provide technical expertise for Marine operations during Drilling campaign, Geotechnical Survey, Seismic Survey, Geophysical Survey, Surrounding Environmental Survey, … – Provide subject matter expertise and support to Specific operations such as Rig move. Anchor handling, Offshore facility maintenance (Mooring buoy) ……. – Provide subject matter expertise for Marine related emergencies, including testing of contingency plans. – Provide subject matter expertise for Marine Operations Manuals and Procedures. Check and confirm compliance with applicable Marine standards and regulations. – Participate in all Marine-related Incident Investigations. – Participate in all Marine-related Risk Management Activities (HIRA, HAZID, HAZOP, Task Risk Assessment….). – Advise on suitability of Ad hoc Marine services (hoses, mooring systems, aids to navigation, weather services, etc). – Assure relevant audits of service providers are performed and evaluated – prospective bidders, fitness to begin service, and ongoing follow up on open items. – Update and advise on International & Country of operation Marine laws and regulation. – Maintain the Reputation of Company Vietnam. – Strictly comply with Company’s Policy on Combatting Corruption and all relevant procedures of Company in Vietnam in the implementation of the Policy. % of time occupied Joint Functions List of tasks, actions and processes within the area of responsibility of a specific team (department, group etc.), i.e. that are performed through continuous interaction with colleagues, immediate superior and/or subordinates. – Working across all disciplines and contractors in daily operations: Commercial, Drilling, Operations, Project. 4. Quantitative Indicators of Impact Real quantitative / measurable indicators describing the scale of direct impact at this job level: – Key Performance Indicator of Business Unit As per annual performance contract 5. Contacts With which Company subdivisions and external organizations is continuous interaction required to perform the main functions of this position?: – Close contact with IMCA, OGP, OCIMF. – Familiar with IMCA CMID, OVID, ISM, ISPS. 6. Regulation of Activities International, state and corporate regulations, standards, terms of reference, instructions and rules that must be followed when performing the work: – International regulations: SOLAS, ISM, ISPS, UKOOA, IMCA, OGP, OCIMF and IMO regulations for Marine, Diving and ROV, Oil & Gas operations. – Vietnamese regulations, standards. – Company code of conduct, standards, instructions. 7. Other Job Requirements: Education: Level and area of education necessary to perform properly in this position Class 1 Master Mariner certificate. Additional training required: – Certified Lead Auditor. – DP familiarization or DPO. Knowledge / Skills: Special and / or specific knowledge and skills that may be required to perform successfully in this position – Extensive knowledge and experience of marine activities, including Port-Terminal / FPSO operations, such as a Marine Technical Advisor or a Loading Master/Terminal Berthing Master/Mooring Master / Marine Coordinator, is desirable. – Extensive knowledge of towing and anchor handling operations. – Knowledge of industry standards such as SOLAS, ISM/ISPS, Classification Rules, IMCA, OCIMF, API, legislation, etc. – DP knowledge would be an advantage with particular focus on drilling & subsea operations. Marine audit and assurance experience. – A professional with high technical and management capabilities in Gas and/or Oil marine operations with leadership, inter-personal and organizational skills. – Familiarity with applicable marine standards and regulations. – Knowledge of multiple types of offshore support vessels & operations. – Understanding of marine technologies appropriate to marine support in the oil and gas (O&G) industry sector. – Managerial and people skills. – Strong interpersonal and leadership skills are required to exert a positive influence on the third party contractors. Language Skills: Language and degree of competence Excellent English Communication both in Oral & Written skills. Work Experience: Experience that is genuinely required to perform at the above functions at the necessary level At least 10 years’ experience of Marine operations in offshore industry. Computer Skills: Knowledge of software (standard and/or specialized) necessary to perform the work Computer literate: Competent user of Microsoft Office and MS Project 8.
