Job Description

Responsibilities
• Oversee EPCIC Contractor’s planning and execution of the offshore marine transportation and installation scope for the Shwe Development, Phase 2 Project
• Company’s main focal and responsible for the technical, quality, safety, environmental aspects of the work and to successfully complete the marine transportation, offshore installation of all pipelines and risers, umbilicals, subsea structures, control and production ties-in to subsea wells, and their testing and pre-commissioning
• Liaise with EPCIC Contractor to prepare and approve the detailed schedules, work procedures, work and test packs, equipment spread and personnel mobilization, kick start and completion of the works, achievement of key milestones involving the various transportation, laying of pipeline and umbilical, installation of risers and subsea structures and testing and pre-commissioning in accordance with the approved design, drawings, procedures and work packs, in a safe manner, within schedule and in accordance with the applicable technical specifications.
• Liaise and coordinate with the appointed Marine Warranty Surveyor to review and approve the transportation and installation environmental criteria, transportation, installation, ROV and diving procedures, survey of transportation vessels and installation spread, attend at site the critical marine and installation activities and issuance of certificates at various stages of the work
• Monitor and track Contractor’s procedures preparation and submission status, fabrication of temporary equipment and jigs, preparation of transportation vessels and installation equipment spreads, execute the load-outs, tie-down and tows, installation and pre-commissioning activities, assist in managing the interfaces between onshore and offshore activities.
• Serve as Company’s source of expertise in areas of marine transportation, offshore installation and pre-commissioning. Shall be accountable for all matters related to safety, quality assurance and technical compliance associated with marine warranty survey, marine transportation and offshore installation and pre-commissioning of pipeline and riser, umbilical, subsea structures, etc
• Interface, coordinate with and oversee the work by Company, Contractor, Marine Warranty Surveyor and other vendor’s personnel to ensure the marine transportation and offshore installation schedule, work procedures, work and test packs, preservation & packing and completion certificates are reviewed and endorsed by the relevant parties.
• Interface and coordinate with EPCIC Contractor and Company’s Operations & Maintenance Department on vessels movement and installation interfaces, production shutdown planning, preparation of integrated shutdown plan, work activities interface during shutdown, etc.
• Monitor the marshalling and delivery of materials/equipment, coating, fabrication, load-out, tow, mobilization of construction spread and personnel to work site and kick start the installation, pre-commissioning and other activities.
• Oversee and supervise work assignment to site engineers/inspectors to ensure adequate verification/attendance/random inspection of the work.
• If warranted, assist the Project Manager in negotiations with Contractor regarding changes and impacts to the Contract.
• Witness where necessary critical activities such as load-out, tow initiation, installation and pre-commissioning of the works, etc
• Review adequacy and accuracy of punch lists. Monitor final completion of the work
• Perform any other duties that may be requested by the Project Manager
Requirements
• At least a tertiary degree in engineering
• Minimum 20 years of experience in the upstream offshore oil & gas industry of which at least 15 years on offshore marine transportation and installation of pipeline and riser, umbilical, subsea structure, tie-in to subsea wells and their pre-commissioning.
• Supervised EPCIC Contractor the planning and execution of the marine transportation, offshore installation, diving and ROV operations, pipeline and umbilical pre-commissioning and other related activities of at least two multi-million USD projects within the past 12 years
• Hand-on experience on liaison and coordination with Operations & Maintenance, Contractor and Marine Warranty Surveyor pertain to the planning, execution and production shutdown, pipeline and umbilical laying, riser installation, installation of subsea structures, subsea well tie-in, testing and pre-commissioning.
• Experienced with the work methodology and preparation and review of procedures, work and test packs, execution of load-out, transportation, pipeline and umbilical laying, subsea structures installation, ROV, diving, system testing and pre-commissioning
• Has good supervisory skills and possess good written and verbal communication skills
• Familiar with the internationally accepted upstream offshore oil & gas industry codes and standards
• Willingness to work at onshore construction and offshore installation sites.
• Shall be well versed with onshore and offshore HSE requirements and work practices
