Job Description

• Responsible for advising Repsol regarding issues related to Government Affairs – this applies to existing contracts and assets, and any new projects in which Repsol may become interested. • Responsible for interfacing with the GoV and Ministerial Authorities (Government) to ensure that administration and financial issues are communicated to and understood by both the GoV and Repsol. • Assist the Company in building the Repsol awareness and brand with key Vietnamese officials through the arrangement of meetings between Repsol Management and Vietnamese officials. Hosting of key events will further promote the brand and stakeholder confidence in Repsol • Maintain and help management to strengthen relationships with key stakeholders, build up reputation and position Repsol as the key stakeholder and partner • Help create and identify opportunities (in the political and industrial context) to assist Repsol in pursuing business opportunities • Creating strategies to navigate around sensitive geopolitical issues • Influence the drafting/wording of communications and reports from the Ministries and OOG regarding Repsol business in Vietnam • Follow up with GoV authorities to attain required GoV’s approvals/endorsement • Assist all levels of Repsol, from working level through to top-level management, with the insight and understanding of the processes and intricacies of working in Vietnam • Provide management with quality information including the analysis of Vietnam’s competitor landscape and macroeconomic environment/ energy picture/ policies/ strategies/institution • Provide direction and advice to teams and management on GoV processes (both formal and informal) as regards any issues, procedures, protocols and culture • Attend and give inputs during briefings/meetings during CEO/Board visits to Vietnam and in the region • Ensure the activities of the Representative Office are in compliance with local law and regulations JOB REQUIREMENT Education: University Degree Experiences: • 5 to 10 years of government experience • Upstream oil and gas experience/exposure • Multi-lingual – Vietnamese and English • Basic Finance competence • Ability to work within a diverse cultural environment • Demonstrated interpersonal/teambuilding skills • Strong written and oral communication skills • Demonstrated negotiating skills • Excel in building close relationship with senior local government officials/partners and in effective lobbying and image building
